LEGAL OFFICER (JLG/LO 2)

 
Under the direction of the Chief Executive Officer of the Clarendon Municipal Corporation the Legal Officer will be responsible for the provision of legal expertise and support to the Corporation, by providing legal advice or opinions, drafting /or reviewing contracts and providing comments and guidance in relation to legal matters.

Qualifications: 

The candidate must have the following:
Bachelor of Laws Degree
Certificate of Legal Education
Be admitted to practice in Jamaica
Practicing Certificate issued by the General Legal Council
Have experience in the areas of law relating the Local Authorities 

Responsibilities: 

Key Responsibilities and Duties:
Provides legal opinions and advice necessary to support the Corporation’s programs.
Provide advice to the CEO and other Officers regarding the interpretation and application of laws impacting the organization.
Establish a legal framework to support the initiatives of the Corporation.
To provide guidance and support during the investigative phase of all cases.
To provide support on the preparation and reviewing of all contracts, tenders, agreements for lease or sale of property and other legal documents; advises on the legal implications of proposed clauses in contracts being negotiated.
Represents the Corporation in the Courts as required, negotiates and recommends out of court settlements as necessary.
Assist with the preparation of instruments to external Counsel on matters affecting the Corporation.
Consult with and engage the services of other Attorney(s) as deem necessary to assist in providing competent and efficient legal advice and support for the Corporation.
Knowledge of industrial relations/employment laws for public sector workers. 

Required Skills and Competencies:
Excellent knowledge of Jamaican Laws and Legal system.
Excellent communication (oral and written) skills, leadership, problem solving, interpersonal and professional skills.
Good understanding of rules of statutory interpretation
Strong research skills
Be computer literate
Strong problem solving and negotiation skills
Sound knowledge of the following Laws and Act:

Property and Conveyance
The Local Governance Act, 2016 and other Acts concerning Local Governance
Contract (particularly Building and Commercial)
The law of Torts
Corporation Standing Orders
The Building Act, 2018
Ability to work independently
Ability to multi-task and work under pressure
Ability to work with others and take instructions
