The mandate of the Finance Department is to effectively formulate policies and implement strategies to ensure long-term sustainability of the Council. The department is therefore task with the responsibility to develop an appropriate framework, provide advice and create a fiscal situation that is equitable, supports the viability of the Council and optimize revenue collections due to the Council.
The department is supervised by the Director of Finance who reports to the Secretary/Manager .
The department's duties include;
- Close monitoring of the Council's Funds;
- Payment of Merchant and Individual Bills;
- Salaries and Pension Payment;
- Prepare Revenue and Expenditure Statements;
- Prepare the Council's Annual Budget;
- Prepare the Council's Annual Final Accounts;
- Bank Reconciliation Statements;
- Collection of the Council's Revenue.
The Council's Commercial Revenue Entities include;
- Markets ( Port Maria, Gayle, Annotto Bay, Oracabessa and Highgate)
- Cemeteries ( Port Maria, Richmond, Whitehall, Tremolesworth, Marlbough and Annotto Bay)
- Transportation Centers ( Annotto Bay, Gayle and Port Maria)
These are the Council's own source income which are self-financed.

Municipal and Commercial Services Department
The St. Mary Parish Council's Municipal Department started on February 04, 2008 and is the merging of the Commercial Services and the Municipal Police. Commercial Services manage the self-financing entities of the Council which comprises the markets, arcades, abattoirs, transportation centers, cemeteries and shops. Enforcement collection and operations also falls under this department. The departments mandate is to collect and maximize the Council's returns by ensuring that all revenue sources are protected and protocols are followed.
This department is therefore responsible for;
- Monitoring of billboards (permanent & temporary),
- Monitoring licenses (trade licenses, barbers and hairdressers licenses),
- Assist the Property Taxes Unit when required,
- Monitor vending, markets, amusements and other duties assigned and,
- Enforcement of buildings laws.
The department is supervised by the Commercial Service and Enforcement Officer who reports to the Director of Finance.
